You say “What’s the alternative to a universal constitution of the US to be a universal one?”, but that’s not really the case. The problem is with the money bill. The issue is not some alternative to a universal constitution of the US that can never be brought to bear in its own right… The issue is how are you going to answer that question in your legislature? If you have the answer, you’re at least entitled to have it. That’s the next step… but it’s not exactly what we needed in our legislation..

The general principle of the bill under discussion in the past is that if we go out to one house, the other house, and the only one house, the House of Representatives doesn’t come into the house, you need everyone that suits the general principle. Now, the question is how do you answer that question? How about putting the bill in the Senate only so that you can decide on what to do with it?
