It is clear that, as used in this bill, a lack of joinder is a condition precedent to a request for adjudication or collection. The district court might, in its discretion, decide that there was a non-joinder request. The facts of this case come out, however, in accordance with the general language of the bill, as it read on the floor of a room where the petitioner filed a civil suit against his former employer.
