One consequence of this is that a new position would often become a position holder which allows a new candidate, along with a fairly slim initial round of candidates, to take up the running and then continue to take on additional posts through the process and then/or re-run and complete the same voting process over again. This becomes a cycle where it is very difficult to retain candidate experience.
